Pertelian is manufactured by ForeSight Systems. Founded in December 2004, ForeSight Systems LLC is committed to the manufacturing of innovative consumer electronics. Based in Los Angeles, California, this small-sized company was the first to introduce a sophisticated USB LCD PC assistant, the GameOptics X1620. This has since evolved into the current product, the Pertelian X2040.

Founders Vicken Simonian and Alex Jarzebinski first met while attending the University of California, Los Angeles. While students at UCLA, both frequently discussed the limitations associated with PC gaming. To address these limitations, the two began development on what would later become the GameOptics X1620. Alex's father George, a skilled engineer, saw the great potential of such a product and offered to construct a working prototype.

What started as a plan for a simple LCD device capable of managing music tracks while playing a PC game, grew to include a whole range of functionalities that they knew gamers would greatly appreciate. It was quickly realized that the three were on to something truly unique and formed ForeSight Systems to continue Pertelian’s full development. ForeSight Systems currently holds all product patents, software copyrights, and the Pertelian trademark.
